EA ICDF funding open

The International Competition and Development Fund (ICDF) supports projects and events that either clearly fall into the “international competition” category or can be demonstrated to further the “development” of the sport in general or a particular discipline. “Development” predominantly denotes workshops and seminars for the training of judges and officials, and other activities carried out for the development of competencies, including opportunities for skill practice (competitions and events). 

Applications for funding must be made by Friday 29 May 2015 for events/projects taking place during the financial year (1 July 2015- 30 June 2016) New 2015-16_ICDF_Application_Form.doc

Basic requirements

1. To be considered for funding, projects or events must be directed towards:

  • International Competition
  • Travel & accommodation cost for foreign technical officials (judges, technical Delegates, course designers, etc.) at Australian FEI events, especially if they give clinics for the eduction of officials.
  • Development of the Sport
  • Workshops and seminars, with FEI-level course directors, for the training of judges and other officials, and other activities carried out for the development of competencies, including opportunities for skill practice (competitions and events).
  • Limited start-up funding for new FEI-level events (no continued event funding on a yearly basis).

2. Applications may require endorsement of the Chair of the respective National Discipline Committee before they are considered by the ICDF Committee. This is arranged through the National Office.

3. Branch endorsement is also desirable. If applications come directly from bodies other than EA Branches or Branch Committees/Councils, the National Office may ask the Branch for endorsement in principle.

Application procedure

1. For ALL events and activities taking place during the next “Financial Year” (01 July – 30 June) applications must be submitted by Friday 29 2015. All applicants will need to complete an application form up front for the full financial year: this includes a budget, explaining the purpose of the funding requested and indicating the amount of funding sought.

2. Late applications may miss out on funding simply because available moneys have been allocated already.

3. To be considered, the actual application must contain the following:

a)         A description of the project or event  

b)         An explanation of how the project or event is recognised international competition or how it will further the

            development of the sport; and why it merits support;

c)         The amount that is requested;

d)         A budget for the project or event and details of where else you have applied for funding.

e)         An undertaking to comply with the conditions of the grant (see next section)

4. Events that apply for $5,000 or more need to submit a 3 year event plan

5. The Chair of the ICDF Committee may approve grants up to and including $1,000. The ICDF Committee may approve grants of up to and including $10,000. Grants of more than $10,000 must receive the approval of the Board.

Accounting and Payments

1. All events that receive funding will need to provide: audited accounts, their governance structure, and an outline of what recognition will be given to EA at the event.

2. The ICDF Committee determines annually the portion of funds that is available for distribution after the “quarantining” of moneys for specific purposes (such as reserves for Games, Selectors’ expenses, etc.). The ICDF Committee may set annual limits for specific disciplines.

3. Generally speaking if a project qualifies for support and if funds are available, the ICDF grant will normally not exceed 50% of the budget shortfall or will be restricted to the relevant budget item. The Federation thus becomes a “partner” in supporting the project.

4. For amounts exceeding $1,000, eighty (80) percent of the approved grant will be available 3 months before the commencement of the event. The payment of the balance will be subject to the requestor/organiser meeting all conditions under which the grant became available (see below)

5. It is a condition of each grant, and the National Office will draw your attention to this, that Equestrian Australia is acknowledged for support through the ICDF in the promotion of the project or event. It is also a condition that a report on the project or event is submitted to the National Office within 1 month of the completion of the project or event, and the actual profit and loss account is submitted within two months. Failure to do so may lead to forfeiting a portion of the funding and will be taken into consideration for future funding applications.
